Rioting, and how to impede those who are out to disrupt the peace, took center stage Monday as Wild Rose MP Blake Richards introduced Bill C-309 to the House of Commons. The bill amends sections 65 and 66 of the Criminal Code, which outline the penalties for participating in a riot or unlawful assembly. Richards says his bill makes it an offence to wear “a mask or other disguise to conceal one's identity without lawful excuse.

Richards adds "the bill strikes a balance between allowing lawful peaceful protests and suppressing unlawful activities in a disturbance."  Social media played a role in identifying those who weren't wearing masks in the Vancouver Riots after Game 7 of the Stanley Cup finals last year.
